Professor Ardeth Maung Thawnghmung of the University of Massachusetts, Lowell Political Science Department, emphasized that while all models of democracy and federalism are helpful, Myanmar’s unique features and requirements are crucial factors in the country’s transition to federalism. The discussion revolved around the challenges and the best form of federalism for Myanmar including the policy on which language to be used, the roles of various social sectors and appropriate interventions, the creation of the federal army, and the constitutionally mandated division of powers between the federal and state levels.
