Nang Phyu Phyu Lin,&nbsp;an independent consultant, and a&nbsp;Gender and Development Advocate, stressed that a federal constitution should mandate all institutions to implement gender policies and offer social protection benefits, such as childcare facilities and support, in order to advance equal opportunities and rights for individuals of all ethnicities.&nbsp;However, even in federal or democratic systems, if the opinions of the majority are the only ones taken into consideration, minorities\u2019 voices get marginalized.
